  “Currently, the Charter at Chapter 5, Section 5(a), requires publication of ordinances in full within one week of adoption in a newspaper printed and circulated in Royal Oak. The proposed changes, if adopted, would allow the summary publication of ordinances within one week in a local newspaper printed or circulated in Royal Oak and in full on the Internet. Shall the proposal be adopted?”
